The high-growth plan short-listed enterprises mainly carry out comprehensive evaluations from the aspects of enterprise innovation capability, management capability, product advancement, market competitiveness and social benefits. In addition, the short-listed enterprises must also manage the norms, good reputation, and strong sense of social responsibility. There are no major records of safety, environmental protection, health, labor, taxation, credit, quality, and intellectual property rights within two years.

High-growth enterprises will adopt dynamic cultivation. In the next two years, the city will add a batch of high-growth enterprises on the basis of successful cultivation and screening and elimination, so that the total number of cultivation enterprises will remain at around 100. It is understood that Ningbo City will set up a special fund for “high-growth plan” in the special fund for strategic emerging industries, and the policy resources and factor resources of various departments at the municipal level will also be concentrated on high-growth enterprises.
